National Defense Authorization Act (NDAA) in Markup in the Senate

It is a busy week for defense watchers here in Washington as both chambers of Congress look to move the ball forward on defense spending for FY2017. In the House, the House Appropriations Committee, Subcommittee on Defense (HAC-D), will likely markup legislation funding FY 2017 on Wednesday. At the same time, the Senate Armed Services Committee (SASC) will markup their own version of the legislation – first with subcommittee marks (starting today) and then finishing up in the full committee by Friday. As is usual, the full committee markup is closed to the public, so no YouTube link to the proceedings.
Beyond looking into programmatic changes (see our infographic for the House NDAA compared to the FY17 President’s Budget), neither SASC Chairman John McCain nor HAC-D Chairman Rodney Freylinghausen has committed to using the HASC’s approach to funding. While both have indicated they believe a higher topline is needed, it remains to be seen what that number will be and how it will be funded. As HASC’s NDAA is scheduled to be on the floor next week, it will be interesting to see how the different topline and funding mechanisms might impact debate on the House floor.
In non-defense Congressional activity, the House will act on several pieces of legislation regarding opioid and pain management drug abuse while the Senate will attempt to finally finish work on energy and water appropriations legislation.

Government Activity Round-up
The Congressional Budget Office has issued its score for HASC’s NDAA. Given that it is an authorization rather than an appropriation, this is less important overall, but the bill comes in as net deficit reduction (saves $206 million over ten years).
On Tuesday, CSIS will be hosting an event on ‘The State of Defense Acquisition’ at 10am. On Wednesday, the Atlantic Council is hosting an event on ‘Turkey’s Syria Predicament’ available via webcast and Thursday will feature a discussion on ‘Strategic Landpower and a Resurgent Russia: An Operational Approach to Deterrence’ from the US Army War College.
