Defense Systems
Manufacturers in the defense sector have seen a period of brisk growth driven by rising expenditures related to 9/11 response and the wars in Iraq and Afghanistan. For many firms, coping with the expansion in core demand has been as great a challenge as identifying and pursuing new opportunities. Looking forward, however, this period of healthy growth and profitability may shift into a transitional phase.
The Pentagon continues to reexamine its modernization plans in light of irregular threats and the prospect of disruptive technologies. Future planning must also consider the risk of tightening budget constraints beyond the period of large supplementals, potentially resulting in fewer large programs of record. Given DoD’s ongoing struggle to execute complex R&D programs on-time and within budget, there is also the prospect that the Department will shift to a different level of risk tolerance on new initiatives. This may place more risk in the hands of contractors.
As constraints on new system development opportunities rise, so do opportunities to provide the Department with value-added services. Internal budget pressures and an aging workforce are leading to an increase in the outsourcing of various services in areas like systems engineering, logistics and supply chain management, maintenance, and training. Spending on these and other services has begun to exceed DoD’s demand for new systems.
