Main Story: The Pentagon Heads to the Hill

Congress returns to session this week with a packed schedule for the Department of Defense. With the release of full budget materials last week, DoD has multiple appearances in front of HASC, SASC, HAC-D and SAC-D. Following the release of a budget that will certainly lead to a tumultuous appropriations process, the Department will be pressed on a variety of issues including the cost of nuclear recapitalization, the use of OCO to circumvent the budget caps, and the transfer of military construction funds to pay for a wall along the southern border. The Pentagon will also face more parochial questions by members around proposed cuts to existing programs. The real Congressional fireworks will begin later this spring when the authorizing and appropriating committees begin their work.

House Activity

The House failed to override the President’s veto of a resolution blocking his national emergency declaration to fund the wall along the Southern border.

Senate Activity

The Senate is hoping to complete work on legislation providing emergency funding for states facing natural disasters, particularly flooding in the Midwest. In addition, the Senate voted down legislation brought forward by Senate Majority Leader Mitch McConnell that would have supported the ‘Green New Deal’ proposed by liberals in the House and Senate.
