Main Story: Continuing Resolution is in Place until November 21, but What Comes Next is Unclear

A few weeks ago, our last Political Report laid out a rough overview of the state of play on appropriations. Since then quite a lot has changed, but from the perspective of the appropriations process, there has been very little movement. The Senate Appropriations Committee passed some, but not all of its appropriations bills. The House still has not passed the Homeland Security appropriations (or the Legislative Branch appropriations). Negotiations between Senate appropriators and House appropriators continue, but the endgame for passing all of the funding bills remains unclear. Neither party seems to have come to any agreement on how to handle the issue of the border wall in the appropriations and the White House seems entirely disengaged as well.

More broadly, the decision by House Democrats to embark on an impeachment inquiry seems to have poured gasoline on the already raging bonfire that was relations between Republicans and Democrats. The situation has been further soured by the White House’s sudden decision to reverse the country’s policy in Syria and allow Turkey to attack our former Kurdish allies. All of this leaves the path forward on appropriations fairly murky. Expect more movement as we draw closer to the November 21 deadline.

House Activity

The House passed legislation in support of the rights of Hong Kong on October 15 but will spend the rest of the week on financial regulations for large firms and investors.

Senate Activity

The Senate will keep working through nominations, though it may also move forward on legislation regarding sanctions on Turkey.
