William “Bill” Landay’s Bio

Vice Admiral William “Bill” Landay (USN, Ret.) provides extensive expertise in the areas of Defense Acquisition, Foreign Military Sales (FMS) /International sales, and the transition of Science and Technology (S&T) into production programs.

VADM Landay completed 35 years of distinguished service as a Naval officer in 2013.

His operational assignments included Commanding Officer USS Aquila (PHM 4) and USS Paul Hamilton (DDG 60) as well as assignments at the U.S. Transportation Command and the Secretary of the Navy Staff.

As a Flag Officer he served as the Program Executive Officer for the acquisition and support of Littoral and Mine Warfare programs, the 21st Chief of Naval Research responsible for all Science and Technology (S&T) Programs for the Navy and Marine Corps, and as Program Executive Officer Ships, responsible for the acquisition of all non-nuclear ships.

His final assignment was as Director, Defense Security Cooperation Agency where he provided leadership, management, and oversight for a diverse portfolio of security cooperation and partner capacity building programs across the entire DoD with a value of almost $400 billion.

He is a level 3 certified acquisition professional and a proven subspecialist in C4I Systems. He  is a member of the Board of Directors of METRON Inc. and the Anchor Scholarship Foundation and the Board of Advisors for Advanced Technology Systems Company (ATSC). Vadm Landay is a member of the U.S. Naval Institute, the Navy League and the Surface Navy Association.

Education

VADM Landay holds a Bachelor of Science degree in Systems Engineering from the Naval Academy, a Master of Science degree in Systems Technology (C4I) from the Naval Postgraduate School, and is a graduate of the Program for Management Development at the Harvard Business School.

He was the 1998-1999 Navy Fellow in the Defense Systems Management College Military Research Fellowship Program.
