Mathias Winter’s Bio

Vice Admiral Winter (USN, Ret.) most recently served as the Program Executive Officer for the F-35 program. In that role, he led the strategic planning and program management for the design, delivery, and operation of the world’s most advanced 5th generation strike fighter. Vice Adm. Winter led 5,000 personnel across 13 countries and oversaw an annual budget of $30B.

Previously, as Chief of Naval Research, Vice Adm. Winter was responsible for all aspects of Naval research and technology innovation. He managed a $2B annual budget and led 4,000 US and international scientists. Prior roles also include the Program Executive Officer for Unmanned Aviation and Strike Weapons, as well as the Commander for Naval Air Warfare Center Weapons Division.

Vice Adm. Winter is a technology and business consultant to senior defense, private sector companies, non-profits and academic leaders and serves on multiple boards and advisory positions.

Education

Vice Adm. Winter earned Master’s degrees in Computer Science from the Naval Post Graduate School, and in National Resource Strategy from the National Defense University, and his Bachelor’s degree in Mechanical Engineering from the University of Notre Dame.
